Tampa, deemed “exposed” and “inexperienced”, finds itself in the direct path of a hurricane for the first time in over a century. The city, located on a gentle, shallow coastline, is facing the looming threat of Hurricane Milton, a monster Category 5 storm barrelling towards western Florida.
Historically, Tampa has been fortunate to escape the worst of hurricane devastation, with the last major storm passing through the area more than a hundred years ago. However, with a current population exceeding 3 million and worsening climate conditions due to the climate crisis, the city is at a heightened risk of significant damage.
Forecasters are particularly concerned about the potential storm surge and flooding that Hurricane Milton could unleash on Tampa and its surrounding areas. The National Hurricane Center projects storm surges of 8 to 12 feet above normal tide levels, accompanied by heavy rainfall totaling 4 to 6 inches.
In preparation for Milton’s arrival, Tampa Mayor Jane Castor has declared a state of emergency and issued evacuation orders for residents in six counties encompassing approximately four million people. The topography of Tampa, with its gently sloping coastline, poses a unique vulnerability to storm surges that can lead to deadly flooding in coastal communities.
A report from Karen Clark and Co in 2015 identified Tampa Bay as the most at-risk area in the US for storm surge flooding damage, estimating potential damages of up to $175 billion in a severe flooding scenario. The warming of ocean temperatures due to human-induced climate change serves as fuel for hurricanes, intensifying their strength and impact.
Despite the looming threats, Tampa remains a highly desirable place to live, ranked as the fifth-largest growing US metro area by the US Census. As hurricanes become more frequent and powerful in the Atlantic Ocean, the likelihood of Tampa facing a direct hit increases.
Experts, including MIT meteorology professor Kerry Emanuel, have long expressed concerns about the city’s vulnerability to a major hurricane strike. With the imminent arrival of Hurricane Milton, Tampa’s resilience will be put to the test as it confronts the reality of a natural disaster on an unprecedented scale.
