Serial rapist Andrew Anderson has been sentenced to a lifelong restriction order after a horrifying sex attack on an underage girl in a town centre in Scotland. The 40-year-old predator was described as a “considerable threat” to women and children after he attempted to rape a 15-year-old girl in Kilmarnock town centre. The High Court in Edinburgh handed him a minimum of three years in jail as part of the order, highlighting the risk he posed to the public.
During the assault, Anderson repeatedly made advances towards the girl, including asking to kiss her, instructing her to lie down, and sexually assaulting her. Fortunately, the victim managed to escape and alert nearby police officers, showcasing great presence of mind. This incident occurred despite Anderson’s prior conviction for raping a 13-year-old girl in 2006, which resulted in a six-year prison sentence. He was also convicted of raping two other women and indecently assaulting a third, leading to a Order for Lifelong Restriction in 2018.
However, Anderson’s 2018 conviction was overturned in 2019 due to a legal technicality concerning the Moorov doctrine. Despite his attempts to seek compensation for wrongful imprisonment, his claim was reportedly rejected, and he has remained in custody since November 2022. The recent sentence imposed on Anderson runs from November 23, 2023, with Lord Matthews emphasising his extensive criminal history and the serious threat he posed to vulnerable individuals.
In addition to the lifelong restriction order, Anderson has been added to the Sex Offenders’ Register indefinitely, and Scottish Ministers have been informed of his conviction. The court decision highlighted the necessity of protecting the public from a persistent offender like Anderson, underscoring the gravity of his actions.
