A council-employed home care worker has been removed from the profession for making vile remarks and refusing to assist a vulnerable service user with personal care. Derek Hillan, employed by South Ayrshire Council, displayed shocking behaviour towards the service user, known as ‘AA,’ including calling him derogatory names and refusing to provide necessary care. The Scottish Social Services Council (SSSC) detailed Hillan’s misconduct earlier this year, stating that his actions were incompatible with his role as a care provider.
The SSSC report revealed that Hillan, during his employment as a home carer, refused to assist in cleaning ‘AA’s groin area on multiple occasions. He also made disrespectful comments towards the service user and showed a lack of professionalism by using his personal mobile phone during work hours. Hillan’s behaviour included sitting on ‘AA’s wife’s bed, swearing at ‘AA,’ and leaving urine on the floor after emptying ‘AA’s night bag. The SSSC concluded that Hillan’s conduct posed a risk of emotional harm to vulnerable individuals and warranted his removal from the profession.
Despite having worked in the social services sector for four years, Hillan showed no remorse or willingness to change his behaviour. The SSSC emphasised the importance of maintaining dignity and respect when caring for service users and highlighted the serious nature of Hillan’s actions. They determined that a Removal Order was necessary to protect vulnerable individuals and uphold the standards of the social service profession.
