Tenant participation in North Lanarkshire Council’s housing service is on the rise as the local authority reports a significant increase in involvement. Applications for the NL in Bloom Garden Awards have surged by 35% this year, with the establishment of nine new tenants’ and residents’ groups. In a landmark achievement, the housing team has also been awarded a gold accreditation for tenant participation best practice.
The council’s annual review of the Tenant Participation Strategy underscores its commitment to empowering tenants to actively engage in shaping their housing service. As part of the ‘review, rebuild and reconnect’ focus for 2023/34, the council has undergone a comprehensive review of its tenant participation approach, culminating in the attainment of a gold award for formal tenant participation accreditation.
Notable progress includes an increase in groups from underrepresented areas and demographics, rejuvenation of existing groups, and the formation of new groups such as a Ukrainian tenants’ and residents’ association. Initiatives such as digital support training sessions, a new tenant fund supporting 14 groups, assistance in securing external funding, a diverse events programme, and the successful hosting of the annual tenants’ conference have contributed to this success.
Tracy Lennon, tenant participation manager, expressed satisfaction with the growing tenant engagement and highlighted the importance of the five-year strategy ‘Involving Tenants, Improving Services’. Lennon encouraged more tenants to participate in the range of engagement opportunities available and to take an active role in their communities beyond housing services.
Looking ahead, the council aims to incorporate lessons learned and best practices identified through the gold accreditation into its new Tenant Participation Strategy for 2025-30.
