Vice President Kamala Harris has introduced a proposal to expand Medicare to cover the costs of in-home care for senior citizens. The aim of this initiative is to support the “sandwich generation,” who are adults looking after both their elderly parents and their own children simultaneously.
During an appearance on ABC’s “The View,” Harris shared her personal experience of caring for her dying mother and highlighted the challenges faced by many families in accessing affordable in-home care for their elderly relatives. If elected in November, Harris plans to expand Medicare to include long-term care, such as services provided by in-home aides. These aides could assist seniors with tasks as basic as meal preparation and dressing, with a focus on preserving their dignity and independence.
The proposal, though newly announced, aligns with President Joe Biden’s longstanding efforts to address the issue. The Biden administration has previously advocated for increased federal spending on child care and senior care as part of the Build Back Better agenda. Harris asserts that investing in the “care economy” makes sense, as it can enable family caregivers to remain employed while also saving money for both families and the government by allowing seniors to age in place rather than in nursing homes.
Harris emphasises that the Medicare at Home plan could help reduce hospitalisations and alleviate the financial burden on caregivers. The proposal also includes plans to expand Medicare coverage to include hearing and vision services, along with reforms to prevent the government from seizing the homes of deceased beneficiaries to recover costs.
To implement these proposed changes, Harris would likely need to collaborate with Congress. Her campaign estimates the annual cost of such initiatives to be around $40 billion, which could be offset by savings achieved through Medicare’s expanded ability to negotiate drug prices with manufacturers. Moreover, the plan intends to address disparities that particularly impact rural and minority families, such as the loss of inherited homes due to existing rules.
In a series of media interviews, including a conversation with radio host Howard Stern, Harris highlighted the financial strain experienced by individuals caring for both elderly relatives and young children. The proposed expansion of Medicare to cover in-home care represents a significant step towards supporting families facing the complex challenges of caregiving.
