An undercover investigation has uncovered widespread discrimination against California tenants holding Section 8 housing vouchers. Over 200 landlords, including major real estate firms, refused rental contracts to these tenants, violating state laws prohibiting such denials. The investigative nonprofit, Housing Rights Initiative, has filed complaints with the California Civil Rights Department, seeking penalties against 203 companies and individuals.
The investigation highlighted the challenges faced by Section 8 voucher holders, who aim to keep rental properties affordable and prevent homelessness in a state where the crisis levels are escalating. The program requires tenants to pay about 30% of their income towards rent, with the voucher covering the remainder. In San Francisco, voucher holders faced discrimination 44% of the time, while denials were reported in 53% of cases in Oakland, 58% in San Jose, and a staggering 70% in Los Angeles. Text message exchanges between undercover investigators and real estate agents revealed instances of discrimination, with agents refusing to work with Section 8 programs upon learning of the tenants’ vouchers.
Representatives from national brokerage firm EXP Realty and luxury real estate agency Sotheby’s International Realty, implicated in the investigation, did not respond immediately to requests for comment. The program director of Housing Rights Initiative, Kate Liggett, emphasised that the filings represent just a fraction of the discrimination experienced by Section 8 tenants in California, calling for stronger enforcement measures to eradicate such discriminatory practices.
