Why Milton’s ‘reverse surge’ sucked water away from flood-fearing Tampa

In the hours leading up to Hurricane Milton’s arrival, forecasters expressed concerns that it could bring up to 15 feet of water surging onto the densely populated shores of Tampa Bay in Florida. However, instead of a catastrophic flood, several feet of water mysteriously drained away, leaving residents surprised and relieved. This unusual phenomenon is known as a “reverse storm surge,” a natural occurrence where hurricane winds move seawater in unexpected directions as the storm makes landfall.

The concept of a reverse storm surge is not new, although it may not always be widely acknowledged. In the Northern Hemisphere, tropical storm winds rotate counterclockwise. When a hurricane hits land, the swirling winds can push water onshore at one point and offshore at another. This movement is most pronounced under the powerful winds of the eyewall. Brian McNoldy, a senior researcher at the University of Miami specializing in tropical storms, explains that the exact location of a hurricane’s landfall greatly influences where the surge peaks and whether a reverse surge occurs.

As Hurricane Milton approached the west coast of Florida, with its projected path towards Tampa Bay, there was growing concern that the area would bear the brunt of the storm surge. However, predicting the exact landfall location and timing of a hurricane remain challenging tasks. Ultimately, Milton made landfall near Sarasota, about 70 miles south of Tampa, causing a storm surge in that region. The National Hurricane Center reported that water levels rose significantly between Siesta Key and Fort Myers Beach, while near Tampa, the water level unexpectedly dropped by about 5 feet at a National Oceanic and Atmospheric Administration gauge.

This reverse surge effect is not unique to Hurricane Milton. Past hurricanes, such as Irma in 2017 and Ian in 2022, have also caused similar water movements, leading to dangerous situations where people ventured onto exposed sea bottoms. Brian McNoldy emphasizes the importance of not underestimating the return of water in such situations, as water levels tend to normalize once the storm passes.
