Councillor Quentin Marshall, who previously downplayed concerns raised by residents of Grenfell Tower as “grossly exaggerated,” has made a £5,000 donation to Kemi Badenoch’s Conservative leadership campaign. Marshall, who has been a councillor in Kensington and Chelsea since 2008, supported Badenoch’s bid to succeed Rishi Sunak.
Marshall, who held positions such as chairman of the Housing and Property Scrutiny committee and the Planning committee, faced criticism for dismissing complaints from residents about the council’s investments leading up to the tragic fire that claimed 72 lives at Grenfell Tower in 2017. Emails revealed during the public inquiry showed Marshall’s lack of sympathy towards residents who were concerned about the council’s actions.
During his appearance at the public inquiry, Marshall acknowledged the shortcomings of his committee, admitting they had “lacked a little humanity” and apologised for not handling the situation better. Ed Daffarn, a resident who raised serious concerns before the fire, expressed dismay over Marshall’s support for Badenoch, fearing it could lead to deregulation and jeopardize residents’ safety.
In response, Marshall’s spokesman emphasised his commitment to public service and residents’ safety, acknowledging the tragedy of Grenfell Tower and supporting efforts to prevent such a catastrophe in the future through robust regulations. Badenoch, who advocates for reducing regulations for businesses, declined to comment on the donation.
The Grenfell Tower inquiry, led by Sir Martin Moore-Bick, highlighted how the Conservative government’s deregulation policies from 2010 to 2015 contributed to the disaster by overlooking safety concerns. The emergence of Marshall’s donation to Badenoch came amidst scrutiny faced by leadership rival Robert Jenrick over donations he received.
Jenrick defended £100,000 donations from entrepreneur Phillip Ullmann, citing them as normal contributions. Questions arose regarding the transparency of the donations from Ullmann’s firm, which prompted Jenrick to clarify the legality and legitimacy of the contributions. The ongoing leadership race within the Conservative Party continues to attract attention and scrutiny from various stakeholders.
