The Scottish Greens have come under pressure to withdraw their support for the contentious plans to establish a National Care Service. Unison, Scotland’s largest trade union, has aligned with council leaders, the STUC, and senior NHS executives in voicing serious concerns regarding the proposed legislation by the Scottish Government. While SNP ministers argue that the creation of a National Care Service would enhance standards within the care sector by granting more control to Holyrood over service delivery, local authorities have rescinded their backing for the initiative, fearing it represents a power grab.
With the Scottish Government lacking a parliamentary majority, the votes of the Green Party could be pivotal in advancing the National Care Service Bill. Lilian Macer, Unison Scottish secretary, emphasised the urgency for Scottish Green MSPs to halt the progress of the social care bill to address the apprehensions raised by key organisations. She highlighted the crucial role of local councillors in highlighting the potential consequences should the bill proceed, including the jeopardy of local accountability.
In response, Green MSP Gillian Mackay acknowledged the need for substantial improvements to the proposed bill and stated a willingness to engage with unions and stakeholders to refine the legislation. Mackay emphasised the importance of feedback from unions, COSLA, and carers’ organisations in shaping the future of social care reform, underscoring the long-overdue need for comprehensive changes in the care sector’s current delivery framework.
Additionally, Mackay affirmed her commitment to working collaboratively with local authorities and trade unions to address concerns and incorporate suggestions that would enhance the effectiveness of the bill. Recognising the extensive reservations from various stakeholders, she stressed the imperative to tackle the structural issues inherent in Scotland’s care system to achieve meaningful reform. Through ongoing dialogue and cooperation with all concerned parties, the Green Party aims to ensure that the final legislation reflects the collective aspirations for a reformed and improved care service in Scotland.
