A new benefit known as Pension Age Disability Payment is set to be introduced later this month specifically for people over the State Pension age who have health issues. The benefit will replace Attendance Allowance in five council areas across Scotland starting from October 21. This move signifies a significant change for residents in these areas, with the benefit eventually expected to be available nationwide by 2025.
The Pension Age Disability Payment is designed for individuals over the age of 66 who have disabilities or long-term health conditions that require assistance with self-care or supervision for safety. Unlike Attendance Allowance, this new benefit is tax-free, not means-tested, and will be paid at rates equivalent to its Department for Work and Pensions (DWP) counterpart. This means eligible recipients could receive either £72.65 or £108.55 per week depending on their specific needs.
The rollout of the benefit will occur in phases, starting with areas such as Argyll and Bute, Highland, Aberdeen City, Orkney, and Shetland. Subsequently, 13 more local authority areas are expected to follow by March 2025 before the nationwide implementation by April 2025. Existing claimants of Attendance Allowance will be automatically transitioned to the new benefit system operated by Social Security Scotland, with no disruptions in payments expected during this process.
Furthermore, the eligibility criteria proposed for the Pension Age Disability Payment specify individuals who are over the age of 66, have had their condition for at least six months, and require additional care. The rates for this benefit are set to mirror those of the current UK disability benefit and will be annually adjusted in line with inflation. By the end of 2025, an estimated 700,000 people in Scotland are expected to transition to the new Scottish welfare system, including those on Attendance Allowance and other related benefits.
