Last year, the EU offered a substantial 6-billion euro growth plan to the Western Balkan countries to boost their economies and facilitate their integration into the EU. This aid is conditional on implementing reforms aligned with EU regulations. Von der Leyen announced the opening of specific sectors in the EU single market for the Western Balkan partners, paving the way for increased cooperation in various areas such as trade, energy, and customs.
The European Commission approved the reform agendas of Albania, Kosovo, Montenegro, North Macedonia, and Serbia, signalling progress towards EU membership. This approval unlocks the disbursement of funds under the growth plan upon the completion of agreed reforms. Albania is set to receive significant financial support, including pre-financing packages and participation in the single euro payment area.
Von der Leyen also extended the EU’s support to the Western Balkan countries in dealing with natural disasters, exemplified by the assistance provided during the wildfires in Albania. She reiterated the EU’s commitment to solidarity and cooperation in addressing challenges such as climate change.
