Perth and Kinross Council has recently made a significant decision to approve a Tackling Poverty Strategy in a unanimous vote. The council’s commitment to working alongside the Anti-Poverty Task Force to address poverty-related issues was solidified during a meeting involving all 40 councillors on Wednesday, October 30. Despite Perth and Kinross being perceived as a relatively affluent area, it was highlighted that approximately 30,000 individuals, including 5,750 children, are living in poverty within the region.
Established in 2022 in response to the cost of living crisis, the Anti-Poverty Task Force consists of representatives from various organisations such as Perth and Kinross Council, NHS Tayside, Perth City Leadership Forum, and several others. The task force was responsible for commissioning the development of the Tackling Poverty Strategy, which was presented to councillors for approval before being submitted to the Anti-Poverty Task Force for final endorsement on November 14.
The newly approved social contract encapsulates key principles, including ensuring that no one should be in deep poverty, supporting those unable to work, encouraging income growth, preventing low earners from falling into poverty, and emphasising the importance of partnership co-ordination. During the council meeting, councillors also acknowledged the findings of the sixth Annual Child Poverty Action report, which revealed a slight reduction in the number of children living in poverty in Perth and Kinross.
Council leader Grant Laing underlined the pressing nature of poverty in the area, emphasising that despite perceptions of affluence, many residents are facing significant economic challenges exacerbated by the COVID-19 pandemic and the cost of living crisis. Laing highlighted the importance of focusing on supporting individuals experiencing poverty, especially in rural areas where additional challenges such as limited employment opportunities and housing issues are prevalent.
As part of the strategy, Perth and Kinross Council aims to renew its collaborations with partners, third-sector organisations, and local communities to provide enhanced support for individuals facing deep poverty. Efforts will also be directed towards assisting job seekers, residents seeking more work hours, and low-income workers in improving their quality of life. Joint chair of the Anti-Poverty Taskforce, Shaheena Din, expressed the belief that collective action is crucial in combatting poverty, as no single entity can address this complex challenge alone.
