A Scottish couple orchestrated a £25,000 voucher scam, stealing coupons meant for struggling families in an elaborate embezzlement scheme. Donna Baillie, 44, and Stephen Kelly, 45, hatched a plan to defraud their employer, The Wheatley Group in Glasgow, in January 2022. Baillie, an office worker at the housing organisation, had access to vouchers issued by the company to assist tenants during the pandemic, especially those using pre-payment meters. These vouchers, designed to be redeemed at supermarkets, were sent to residents’ mobile phones to top up their fuel cards. In certain situations, the vouchers could also be exchanged for cash.
The fraudulent duo, caught on CCTV, were seen cashing in the vouchers at supermarkets like Asda for their personal gain. Following an internal audit, Baillie and Kelly were immediately dismissed from their positions at The Wheatley Group. They later pleaded guilty to embezzling £25,000 and faced sentencing at Glasgow Sheriff Court. Baillie’s defence attorney, Paul McCormick, revealed that she had secured new employment and could repay £300 monthly. Similarly, Kelly’s lawyer, Bob McDowall, stated that his client, who holds two jobs, could also make identical monthly payments. Despite Kelly’s previous road traffic conviction, both offenders were ordered to compensate their former employer with £5,000 each, perform 270 hours of unpaid work, undergo two years of supervision, and adhere to a six-month curfew from 7 pm to 6 am.
Sheriff Lesley Dowdalls admonished the pair for their breach of trust and lack of substantial restitution, acknowledging that a custodial sentence was warranted but opting for an alternative penalty given their financial situations. This serious offence highlighted the importance of maintaining integrity in the workplace and the consequences of deceitful actions.
