An 83-year-old former Scottish scout master who was convicted of raping and abusing young boys has died while in custody at HMP Dumfries. William Quigg, originally from Bridge of Weir, Renfrewshire, passed away on November 11, as confirmed by the Scottish Prison Service. Quigg had been sentenced to 10 years in prison back in 2019 after being found guilty of abusing one boy and raping another when they were just 12 and 13 years old. The abuse had taken place over 30 years ago and had come to light during a trial at the High Court in Glasgow.
During the trial, one of the victims, who was 48 at the time, recounted how Quigg had raped him in a shower room, describing the perpetrator as a “voracious predatory paedophile” who had made his life a nightmare. He detailed how Quigg targeted him due to his vulnerability, leaving lasting trauma. Another victim described how he was forced into silence by Quigg’s threats of branding them as troublemakers if they exposed him. Despite being reported to the police in 2009, Quigg had evaded justice until his conviction in 2019.
Quigg, who rose in the ranks to become a Scout Commissioner, had access to numerous children during his time as a scout master. The sentencing judge condemned his actions, acknowledging the grave breach of trust and the severe impact on the victims’ lives. A Fatal Accident Inquiry will be conducted into Quigg’s death in custody, as per the Scottish Prison Service’s procedures.
Every death, whether in custody or in the community, is a tragedy, and the authorities have stated that the appropriate investigative processes will be followed in this case. The appalling crimes committed by Quigg highlight the enduring impact of child abuse and the importance of ensuring perpetrators are held accountable for their actions.
