Expenditure on temporary workers by the body escalated from about £1.9 million in 2012 to £39.8 million in 2018, with approximately £16.6 million being disbursed for casual staff in that year alone. The most recent figures reveal an additional £9.2 million spent on agency and contractor staff in 2023, with at least £7.5 million in expenditure last year, culminating in a total of £103 million over the 12-year period.

The data uncovered by Labour indicates a significant increase in waiting times for criminal record checks over the past eight years. Employers now face longer waits for basic background checks, with the processing time extending to 5.9 days in 2023 from four days in 2016. Delays in obtaining PVG scheme record updates have seen the most substantial rise in processing times.

Responding to the situation, the Scottish Government stated they are committed to ensuring Disclosure Scotland is adequately funded. They reported that between April 1 and October 31, 2024, 95.9% of applications were processed within the set target time frame. The Government clarified that in some instances, additional steps are necessary to achieve the level of certainty required for the PVG scheme, resulting in a small percentage of applications taking longer to process.
