Cowie Chipboard Factory Faces Heavy Fines After Safety Breaches
The Cowie chipboard factory is at risk of significant fines as it admitted to two safety breaches that led to serious injuries of two workers within six months. WestFraser (Europe) Ltd, previously known as Norbord, has pleaded guilty to multiple health and safety violations at its plant in Cowie. Sean Gallagher, a 29-year-old utility operator, suffered severe injuries and permanent disability when his leg got caught in moving parts at the bottom of a storage bunker in January 2020. In another incident, David McMillan, a 39-year-old scaffolder, fell over 13 feet to the ground after a rusty plate collapsed on a rooftop gantry in July of the same year.
The factory, operating for over 50 years and originally named Caberboard, is a major employer in Falkirk, Stirling, and Alloa areas. It was the first facility in the UK to produce the popular natural wood substitute MDF and is now under Canadian ownership.
During the proceedings at Stirling Sheriff Court, it was revealed that Mr. Gallagher’s injuries were substantial, including compound fractures, nerve damage, muscle loss, and bone loss. Despite undergoing extensive medical treatment, he has not been able to return to work. The court also heard that the company has since implemented safety measures such as adding a secondary guard with controlled access to prevent similar incidents.
In the case of Mr. McMillan, the court was informed that he suffered multiple fractures and injuries due to a corroded floor plate on the gantry. Inspections showed significant corrosion on the walkway, leading to the floor plate failure. Following the accident, the gantry was immediately dismantled. The company has since introduced improved maintenance procedures to prevent such occurrences in the future.
Furthermore, it was disclosed that the company had previously been fined £2.15 million in 2020 for a separate incident at the same plant resulting in a fatality. Sheriff Keith O’Mahony has postponed the sentencing to determine the appropriate level of fines for the recent breaches at the factory.
