US Peace Corps Volunteers Return to El Salvador After Five-Year Absence
The first group of US Peace Corps volunteers has returned to El Salvador since their departure in 2016 due to the prevalent violence in the Central American country. This re-engagement marks a significant milestone in the relationship between the United States and El Salvador, signalling a thaw in diplomatic ties. President Nayib Bukele, once isolated for his aggressive stance against street gangs, has overseen a notable reduction in the country’s homicide rate through targeted law enforcement efforts.
The nine returning volunteers will be focusing on community economic development, education, and youth initiatives, reaffirming their commitment to supporting the people of El Salvador. This re-entry comes after a period of heightened insecurity that led to the Peace Corps’ withdrawal following a peak of 106 murders per 100,000 inhabitants in 2015. The subsequent state of emergency, declared in 2022 and still in force, saw the detention of approximately 81,900 individuals suspected of gang affiliations, despite criticisms of arbitrary arrests.
While concerns have been raised regarding human rights abuses during the government’s crackdown on gangs, President Bukele’s popularity has surged within El Salvador due to the subsequent decline in violent crime. The country has transitioned from being one of the most perilous in the world to boasting the lowest homicide rate in the region. In 2023, only 214 homicides were recorded, with 116 reported thus far in 2024, reflecting the impact of the government’s security measures.
Critics have pointed out the constitutional limitations on presidential reelection, which were circumvented by Bukele’s successful bid for a second term earlier this year. Despite this, the United States chose to endorse his leadership by sending a high-level delegation to his inauguration. The return of Peace Corps volunteers symbolizes a renewed commitment to fostering positive change in El Salvador and supporting its ongoing development efforts.
