Baltic states and Poland are joining forces to secure EU funding for a substantial border defense line. NATO members Estonia, Latvia, Lithuania, and Poland are collaborating to seek financial support from the European Union for the construction of a network comprising bunkers, barriers, distribution lines, and military warehouses along their borders with Russia and Belarus, as confirmed by Estonian officials on Saturday.
The initiative for a “Baltic Defense Line” was first introduced by the three Baltic countries in January. Subsequently, in May, Poland announced a similar project named the “Eastern Shield” with the aim of fortifying its borders alongside the Russian enclave of Kaliningrad and Belarus. Estonian Defense Minister Hanno Pevkur highlighted the importance of this defense line in enhancing security in response to the evolving security landscape, aligning with NATO’s new forward defense concept.
The defense ministers from the four countries situated on NATO’s eastern border convened in Latvia to discuss the project’s financing. While the exact amount of financial aid that Estonia, Latvia, Lithuania, and Poland will request from Brussels remains unspecified, they emphasised the necessity of creating physical barriers given the threats at the Baltic-Polish frontier, especially after witnessing Russia’s actions in Ukraine.
Estonia, the smallest among the four nations, outlined a comprehensive plan for the establishment of the border defense line in stages starting in 2025. The country aims to build approximately 600 bunkers along its 333-kilometer border with Russia over the coming years, with an estimated cost of 60 million euros. However, challenges are expected as the bunkers will need to be erected on private land.
The border defense line project excludes coastal defenses along the Baltic Sea shared by the four countries and rules out the deployment of mines, barbed wire, or anti-tank weapons during peacetime along the border fortifications, according to Estonia’s defense authorities. This concerted effort by the Baltic states and Poland underscores their commitment to fortifying their borders and enhancing regional security, in line with NATO’s collective defense principles.
