Scandal-Hit UK Nursing Regulator Chief to Step Down Following The Independent’s Exposés
Sir David Warren, the chair of the UK’s Nursing and Midwifery Council, has announced his intention to step down in the wake of a damning review prompted by investigations conducted by The Independent. The decision comes months after a report highlighted the organisation’s “toxic” culture, which was deemed to be endangering the public and healthcare professionals.
After facing repeated calls for resignation from advocacy groups, Sir David Warren’s departure follows an independent review by KC Nazir Afzal, which accused the council’s leadership of neglecting serious issues within the organisation. The report uncovered a dysfunctional culture at all levels, with instances of sexual, physical, and racial abuse being overlooked by the regulator.
The Afzal review, launched in response to whistleblowers’ disclosures featured in The Independent, exposed deep-rooted problems leading to incompetent nurses evading consequences and internal racism remaining unaddressed. Responsible for regulating over 800,000 nurses, midwives, and nursing associates in the UK, the Nursing and Midwifery Council stands as one of Europe’s largest professional regulators.
The review, released in July, revealed that six nurses had committed suicide during a single year while under investigation by the council. It also outlined failures in handling serious allegations, including a case where a nurse accused of rape and sexual assault was allowed to continue working for seven years without being removed from the register.
In recent months, the NMC has witnessed the departure of other senior executives, notably chief executive Andrea Sutcliffe, who cited the need to recuperate from surgery as her reason for stepping down. The upcoming second independent review, to be conducted by barrister Ijeoma Omambala KC, will scrutinise the NMC’s response to the whistleblower’s concerns and specific regulatory cases raised by them, with findings expected before the year’s end.
In a statement, the NMC confirmed that Sir David Warren will conclude his term as chair upon the appointment of his successor. Sir David Warren expressed, “It remains a great privilege to lead the Council at what is a turning point for the organisation. It will be for the next Chair to lead the NMC through the multi-year transformation programme to come, and it is now time to start the search for that person. Until they take up post, I’m looking forward to laying the groundwork for positive change at the NMC following the independent culture review.”
