A tragic incident occurred on Sealand Road in Wales, where a blind man, Warren Hooper, lost his life after being struck by a taxi while walking along the dark road at 3 am. The inquest revealed that Mr. Hooper, who was registered blind, was wearing dark clothing when he suddenly appeared in the headlights of Tarek Mokhtar’s taxi that fateful night on November 27, 2022.
The dashcam footage presented at the hearing in Ruthin showed the heartbreaking moment of impact as Mr. Hooper was walking towards his home. Earlier that night, he had taken a taxi to a Texaco garage but decided to walk the rest of the way after some concerning behaviour. Despite Mr. Mokhtar driving at a sensible speed with bright LED lights, he couldn’t avoid the collision as Mr. Hooper was in the middle of the unlit road with a 50mph speed limit.
Mr. Hooper, 50, sustained multiple injuries from the collision, but substances found in his system, including alcohol and cocaine traces, were not contributing factors to his death, according to pathologist Dr. Mohammad Aslam. Described as a knowledgeable individual by his mother, Maureen Hollingsworth, Mr. Hooper had been blind in one eye since an earlier accident and struggled with limited vision in his other eye.
The inquest concluded that the tragic incident was a result of a road traffic collision. Mr. Hooper’s story serves as a reminder of the importance of road safety, especially for vulnerable individuals.
