Pensioners Warned They May Have to Repay Winter Fuel Payments – What You Can Do About It
Some pensioners may find themselves in a situation where they have to pay back winter fuel payments, warns the Department for Work and Pensions. The newly announced change in eligibility criteria means that individuals receiving the benefit may now be subject to means-testing, as confirmed by Chancellor Rachel Reeves.
Under the updated rules, only those on specific means-tested benefits will qualify for the winter fuel allowance, potentially excluding those with a low income or those who do not meet the new criteria. Failure to report changes in circumstances, providing incorrect information during the application process, or not declaring overpayments could all lead to pensioners having to return the payments.
To avoid being caught out, pensioners are urged to promptly notify the DWP of any changes that may affect their eligibility for the winter fuel payment. Making sure that the correct information is on record is crucial in preventing any repayment obligations.

Age UK’s Director, Caroline Abrahams, has called on the government to expand the qualifying criteria to reach a wider group of pensioners. She suggested including those receiving other benefits like housing benefit, council tax support, personal independence payment, attendance allowance, and carer’s allowance in the winter fuel payment scheme.
Despite these calls for expansion, some pensioners may still be left without much-needed support. Age UK has emphasised that even with broader criteria, there could still be many vulnerable pensioners excluded from receiving assistance.
In response to the concerns, a DWP spokesperson highlighted their commitment to supporting pensioners, with initiatives such as the state pension rise and the warm home discount. The extension of the Household Support Fund aims to help with the cost of essentials like food, heating, and bills for those in need.
As the changes take effect, pensioners are encouraged to stay informed and proactive in reporting any changes to their circumstances to avoid any potential repayments of winter fuel benefits.
