North Lanarkshire Council has been given the green light to acquire the last privately-owned flat in Gowkthrapple estate through a compulsory purchase order. The move comes as part of the council’s ongoing efforts to redevelop the area and provide new housing options. The decision follows a series of challenges identified in the housing landscape of Stanhope Place dating back to 2005, including high vacancy rates, limited right to buy options, and housing imbalance.
Since 2017, the council has been working towards demolishing existing buildings in the estate to make way for new homes. The upcoming development plan includes the construction of up to 300 new houses to revitalize the area. Out of the 428 properties in Gowkthrapple, only three were privately owned, with the remaining properties being part of the council’s housing stock.
All tenants in the area have been relocated, with Ukrainian refugees temporarily housed in Birkshaw Tower as part of the council’s rehousing strategy. Nick Wisniewski, the last resident in Stanhope Place, has been in negotiations with the council since 2019. Despite initial discussions about alternative accommodation, Nick has expressed hesitance to accept any offers from the council, citing his desire to wait for a suitable proposal before considering a move.
While the council recently obtained unanimous approval for the compulsory purchase order, efforts to encourage voluntary sale by the flat owner will persist. The goal is to facilitate a smooth transition for all residents involved in the regeneration project.
