Struggling West Lothian households are facing a challenging winter ahead as fuel poverty continues to rise in the region. Shockingly, almost a fifth of households in West Lothian are starting the winter season already in debt from last year’s heating bills, with many stuck in a cycle of financial struggle that seems impossible to break free from.
The issue of fuel poverty in West Lothian was highlighted in a recent report to councillors, revealing that 18% of households are in fuel poverty, while 9% are in extreme fuel poverty. The council’s Anti-Poverty Service manager, Nahid Hanif, pointed out that many families are not just struggling to afford heating but are also accumulating significant energy bill arrears due to substantial increases in energy prices.
Despite efforts by local authorities and volunteers to address the drivers of fuel poverty, such as poor energy efficiency, low household income, high energy prices, and energy usage, the challenges persist. While initiatives like Area-Based Schemes and the Local Heat and Energy Efficiency Strategy have made some progress in improving energy efficiency for low-income households, affordability remains a significant issue.
Ms Hanif highlighted the limitations faced by the council in influencing energy pricing and policies, which disproportionately affect low-income households. The report emphasised the importance of providing support to improve financial resilience and enable families to manage their energy costs without falling further into debt.
In response to the Holyrood consultation, the Anti-Poverty service stressed the anxiety and stigma surrounding fuel poverty, with many people feeling embarrassed to seek help. Councillors raised concerns about the increasing numbers of households experiencing fuel poverty and the need for clearer government initiatives, such as social energy tariffs for those on the lowest incomes.
As winter approaches, the plight of struggling households in West Lothian serves as a stark reminder of the ongoing challenges of fuel poverty and the urgent need for sustainable solutions to support vulnerable communities.
