Perth and Kinross Council has recently given the green light to a downsizing scheme aimed at tenants living in accommodation larger than their needs. The initiative, which received unanimous approval from councillors, targets around 2000 tenants in homes too spacious for their requirements and approximately 120 individuals residing in cramped conditions seeking more room.
The updated scheme will see the council enhance its incentives and actively offer them to tenants over-occupying their current residences starting from April. The Housing and Social Wellbeing Committee of PKC sanctioned the revised Tenant Downsizing Scheme during their meeting on January 22. While the local authority cannot mandate under-occupying tenants to downsize, it can provide encouragement and incentives to facilitate the process.
Presently, PKC tenants are eligible for up to £1000 as relocation assistance, a sum that will be doubled to £2000 following the scheme’s revamp. From April 2025, under-occupying tenants will receive incentives, including both monetary and non-monetary rewards up to £2,000 (covering expenses like flooring installation, utilities setup, removal services, etc.). Additionally, tenants will have a broader selection of property types and sizes to transition into.
One significant change in the scheme is the proactive offering of incentives to tenants who may not have previously considered downsizing. The council aims to encourage those emotionally attached to their larger homes filled with memories to explore moving options. By enhancing the downsizing scheme, PKC intends to not only optimise housing choices but also address issues such as fuel poverty and maintenance costs associated with under-occupied properties.
