North Lanarkshire Council will be implementing a new annual charge of £40 for the disposal of garden waste starting from June 1. Residents who wish to continue using the kerbside garden waste service will be required to purchase a permit for each brown bin containing garden waste. Notably, food waste collection will remain free of charge. North Lanarkshire is among the only four councils in Scotland presently offering a complimentary garden waste collection service, and the revenue generated from this charge will assist in offsetting the expenses of providing the service.
Councillor Helen Loughran, convener of the environment and climate change committee, highlighted the financial challenges faced by councils in delivering local services with diminishing budgets each year. She further explained that the £40 charge is below the Scottish average of £44.20 and is insufficient to cover the full cost of the service; however, it enables collections to persist for those interested. Currently, around 110,000 households in North Lanarkshire benefit from the food and garden waste service, and letters will be dispatched to these households in March containing details about the permit scheme, with online application commencing on April 1.
Households that opt out of purchasing a permit for garden waste can choose to dispose of food waste exclusively in the brown bin after June 1. Bins containing garden waste without a permit will not be emptied post this date. Residents can alternatively dispose of garden waste at no cost at any of the council’s six Household Waste Recycling Centres. Annually, the local authority collects approximately 22,000 tonnes of garden waste from kerbside services and recycling centres, which is then recycled to produce agricultural fertiliser and green energy.
