Grangemouth Oil Refinery Closure Initiated as Shutdown Process Commences
Work has begun to close Scotland’s last remaining oil refinery, the Grangemouth refinery, marking a significant moment in the country’s industrial history. The decommissioning process at Grangemouth is in progress and is expected to be finalized by May, with the dismantling of the refining equipment estimated to span several years. During this transition, the site will shift to function as a fuels import terminal.
The announcement of the closure has dismayed campaigners who advocated for extending the refinery’s lifespan to prevent substantial job losses at Scotland’s largest industrial complex. Employees at the refinery recently received formal notices from Petroineos, the owners of the facility, informing them of upcoming redundancies. Petroineos, a collaboration between Ineos and Petrochina, initially declared its decision to halt refining operations at Grangemouth back in November 2023, triggering a political dispute over potential interventions to save the plant.
Amidst criticisms towards the former Conservative Government at Westminster and the SNP Government at Holyrood for their responses to the closure and ensuing job cuts, Labour’s Keir Starmer administration also faced reproval for dismissing proposals to nationalise the refinery site. UK Energy Secretary Ed Miliband emphasised the site’s promising future, highlighting initiatives like Project Willow, aimed at maximising resources at Grangemouth including carbon capture and storage and sustainable aviation fuel projects.
A Petroineos spokesperson stated that Grangemouth will transform into a national fuel distribution hub from Q2 this year, safeguarding Scotland’s fuel supply. The site’s transition into an import terminal will continue for several months, with a projected five-year timeline for the complete winding-down and disassembly of the refinery, as the new terminal operations run concurrently.
