Two Scottish sailors tragically lost their lives after a tugboat capsized in a mere 10 seconds on the River Clyde, as a result of a breakdown in safety systems, according to a report. George Taft, aged 65, and Ian Catterson, aged 73, were on board tugboat Biter when it overturned while escorting a cruise ship into Greenock harbour on February 24, 2023. Operated by Clyde Marine Services, the Biter sank after capsizing, leading to a rescue operation where the bodies of the sailors were recovered from the water the following day.
The tragic incident was investigated by the Marine Accident Investigation Branch (MAIB), which determined that the safety systems onboard the tugboat had failed, contributing to the quick and devastating capsize. The report highlighted that the crew training was inadequate for working with conventional tugs, communication between the marine pilot and tugboat masters was incomplete, and the speed of the cruise ship imposed excessive strain on the tugboat’s lines, causing the capsizing. Furthermore, an open hatch compromised the tugboat’s watertight integrity, reducing the crew’s chances of survival.
Andrew Moll OBE, Chief Inspector of Marine Accidents, emphasized the importance of understanding the vulnerabilities of small conventional tugs and the necessity for proper training and communication amongst all involved parties in port operations. Recommendations were made for improvements in safety management systems, risk assessments, training schemes for tug masters, and pilot training reviews to prevent such tragic incidents in the future.
