Rutherglen MSP Urges South Lanarkshire Council for Clarity on Pavement Parking Regulations
Rutherglen Member of Scottish Parliament (MSP), Clare Haughey, is advocating for increased transparency from South Lanarkshire Council regarding the implementation and enforcement of new pavement parking rules. The recent changes in legislation mean that parking on the pavement, double parking, or parking across dropped kerbs could lead to a £100 Fixed Penalty Notice.
The updated regulations provide local authorities with the discretion to determine if certain streets should be exempted from these restrictions, particularly if the streets are too narrow to accommodate emergency service vehicles with cars parked along them. Some neighbouring councils, like Glasgow City Council, have readily available information on exempt streets through interactive online maps, enabling residents to easily access this information.
However, as reported by the Rutherglen Reformer, South Lanarkshire Council has not made this exemption status information publicly accessible, despite completing an initial review of all roads last November. In contrast to other councils, South Lanarkshire residents do not have a user-friendly process, like an online form, to request exemptions for pavement parking concerns.
Clare Haughey emphasised the importance of balancing the need for improved accessibility for pedestrians, wheelchair users, and parents with prams with local circumstances, particularly in older communities designed before the prevalence of cars. Haughey expressed disappointment in the lack of transparency and communication from South Lanarkshire Council compared to other authorities and encouraged the council to enhance their transparency efforts.
South Lanarkshire Council responded by mentioning that an external consultant had assessed streets in preparation for the new legislation. Moving forward, the council plans to combine this data with ongoing observations to determine if exemption orders are necessary. In the meantime, the council has created a dedicated webpage where residents can raise any concerns or queries regarding pavement parking.
