Former Met Police Officer Found Guilty of Gross Misconduct for Intimidating Neighbours in Dog Poo Dispute
A former Metropolitan Police officer was recently found guilty of gross misconduct after allegedly intimidating her neighbours in a heated dispute involving her dog’s faeces. The shocking incident unfolded when Mel Chinn, a former detective sergeant, reportedly washed her dog’s waste into her neighbour’s garden and then used a hosepipe to spray them when they complained.
The altercation began in 2019 over a planning disagreement regarding a ground-floor extension built by Ms. Chinn. However, tensions escalated in late 2021 when she acquired a puppy and started training it to use the bathroom in a crate near the shared fence. Despite claiming to clean up after the dog with water and soap, her neighbours accused her of intentionally directing the pet’s waste into their property.
Matters worsened when the neighbours attempted to address the issue by spraying the fence to manage the odour and prevent flies. In response, Ms. Chinn allegedly retaliated by spraying her neighbours with a hose in August 2022. Witnesses reported that she labelled her neighbour as “unhinged,” called for a mental health assessment, and criticised her parenting skills during the confrontation.
Although Ms. Chinn denied any wrongdoing and failed to apologise, a police disciplinary panel determined her actions constituted gross misconduct. The panel concluded that a final warning would have been issued if she had not already resigned from the force. It emphasised that the incidents were threatening and abusive, with the deliberate washing of waste onto the neighbour’s property characterised as targeted behaviour.
While the panel acknowledged that there was no evidence of similar behaviour towards others and cited supportive character references, it underscored the public’s dismay at witnessing such behaviour from an experienced police officer towards a neighbour. The case highlighted the importance of maintaining professional conduct even in personal disputes, especially for law enforcement personnel.
