TikTok was aware of risks kids and teens face on its platform, legal document alleges

TikTok Allegedly Aware of Risks to Children and Teens on Platform

Internal documents revealed in a legal case claim that TikTok was aware of the risks its platform posed to young users, with suggestions that tools aimed at limiting kids’ time on the site were ineffective. The state of Kentucky filed a lawsuit this week, alongside complaints from attorneys general in several states and the District of Columbia, shedding light on the company’s knowledge of the impact of its design features on young users.

The lawsuit alleges that TikTok was cognizant of the detrimental effects its platform had on young users and had insights into the amount of time young users spent on the app. The company allegedly knew that certain tools meant to restrict excessive use were largely ineffective. The complaint also accuses TikTok of prioritizing “beautiful people” on its platform and notes discrepancies between publicly promoted content-moderation metrics and internal evaluations.

Among the key revelations in the redacted portions of the lawsuit is TikTok’s understanding of the “habit moment,” when users become hooked on the platform by watching a certain number of videos within a short period. The complaint highlights concerns over TikTok’s push to maintain user retention rates at the expense of young users’ well-being.

Despite introducing a 60-minute daily screen time limit for minors in 2023, the lawsuit questions the effectiveness of this measure, pointing out that the feature can be easily bypassed. TikTok reportedly measured the success of the time limit feature based on metrics such as public trust rather than actual reduction in screen time. The complaint further alleges that TikTok’s algorithm was deliberately altered to promote a specific beauty standard, potentially harming young users’ self-perception.

Additionally, the lawsuit raises concerns about TikTok’s content moderation practices, citing significant “leakage” rates where inappropriate content is not removed or moderated. Internal communications suggest that TikTok’s moderation metrics may not accurately reflect the content that violates community guidelines but remains on the platform. The complaint also accuses TikTok of allowing popular creators to post content that breaches guidelines, prioritizing their value over user safety.

In response to the allegations, a TikTok spokesperson defended the platform’s safety efforts, highlighting features such as default screen time limits and proactive measures to remove suspected underage users. The company expressed disappointment over the leaked information, emphasizing its commitment to community safety and maintaining that the lawsuit misrepresents its initiatives.

As TikTok faces legal challenges and scrutiny over its practices, the revelations from the lawsuit have sparked debates about the platform’s impact on young users and the adequacy of its safety measures. The outcome of these legal proceedings could have significant implications for how social media platforms are regulated and held accountable for their effects on vulnerable user groups.
