An investigation aimed at uncovering the full scope of events leading to the closure of the Bo’ness Recreation Centre has now been completed. The internal review was initiated following the discovery of a 2019 report that raised concerns about the safety of the swimming pool. Falkirk Council’s audit committee was informed that a draft of the internal audit report has been finalised and will be presented at the next committee meeting.
The review was commissioned by the Director of Place Services, Malcolm Bennie, after controversy arose over the premature closure of the recreation centre. The audit sought to determine how a crucial report from 2019, warning about the hazardous condition of the centre, went unnoticed for five years. Councillor Brian McCabe expressed alarm upon learning about the report, which had recommended the closure and draining of the swimming pool due to safety risks associated with structural weaknesses.
The report, authored during the management tenure of Falkirk Community Trust, was unknown to current council officers until its recent discovery. Director Malcolm Bennie acknowledged the significance of the overlooked report and promptly tasked the council’s internal audit team with investigating the circumstances surrounding its neglect. Audit manager Isabel Wright provided updates to the committee, revealing that interviews with over 12 individuals had been conducted to piece together a comprehensive understanding of the events leading to the closure.
Ms Wright highlighted the challenges faced during the investigation, citing the departure of many individuals involved in the initial incident. She assured the committee that efforts were being made to ensure the accuracy of the findings before their presentation. Councillor Margaret Anslow enquired about the timeline for the investigation’s conclusion, to which Ms Wright responded that significant progress had been made, with expectations of presenting the findings at the next committee meeting.
